For its conceptualisation of risk communication, the document quotes the Codex Alimentarius (instead of the General Food Law that provides EFSA its binding legal basis) as 'the exchange of information and opinions concerning risk and risk-related factors among risk assessors, risks managers, consumers and other interested parties.'
