Abstract

Transparency has gained in prominence and power since the 1960s, especially in holding economic and political powers accountable. The information and communications technology revolution only strengthened and internationalized this. With increasing power, however, transparency has also become an instrument of these powers. As such, transparency has lost its innocence of being of undisputable value for civil society.
