Abstract
This paper aims to situate the debate about multifunctionality within the more general context of non-trade concerns raised in the WTO Doha Round negotiations on agricultural trade. It considers whether the concept has led to any new policy options that might be useful in the negotiations. The non-trade concerns of developed and developing countries are contrasted. Although similar terminology is used by many countries, interpretations and possible solutions differ widely.
