Abstract
In many research organizations, software development is becoming one of the most important support activities. A lot of research organizations, however, have no structural means to control the quality of the software they produce. Therefore, SC-DLO has started a project to improve its software engineering activities. The project can be characterized as a mixture of software engineering and organizational change. The results show that, to sustainable improvement, the development of the organization ismore important than achieving technical results.
