The film-based learning strategy Visual Problem Appraisal is used to enhance the analysis of complex issues and facilitate a plan of action. It is used in workshops dealing with problem analysis and policy design. Participants consult stakeholders whose stories are captured on film. A VPA set consists of a series of filmed narratives complemented with documentaries. These films provide particular perspectives on the contextual reality of the stakeholders. Observing and listening to the filmed stories gives audiences a chance to explore the complex and conflictive arena of the issues at stake. They soon come to realize that stakeholder consultation is not about finding out one final truth, but about compiling new stories that combine and respect the personal versions and diverse framings of reality. Different VPA sets have been produced, addressing topics such as rice production in the Guyana's, integrated coastal zone management in Kerala, India, HIV/AIDS and rural development in sub-Saharan Africa and rural livelihoods in KwaZulu-Natal, South Africa. A pilot of the latest VPA set was produced in Ghana and The Netherlands, entitled ‘Flavours of Cocoa and Chocolate’1. The paper shares the design of this visual storytelling methodology and discusses experiences of audiences exposed to the stories portrayed in these VPAs in higher education and in non-formal processes of learning and change.
