Abstract

This paper presents a framework for adapting mainstreaming analysis to fit contexts of governance. It provides an analytical tool to identify opportunities and barriers to mainstream environmental issues into sectors where the drivers for environmental degradation are found. It is intended to be used for both diagnostic and design purposes.
