On 1 January 2014 a system of compulsory manure treatment was introduced in the Netherlands. Under this system all livestock farms with a manure surplus (expressed in kg phosphate) are required to treat/export a certain percentage of this surplus, depending on the region. The purpose of the compulsory manure treatment policy is to eliminate the manure surpluses (expressed in kg phosphate) at both farm and regional levels and relieve the impact of manure nutrients on the environment. The Minister of Agriculture, Nature and Food Quality (LNV) determines the manure treatment percentages per region in consultation with the agricultural organisations on the basis of an analysis by the Scientific Committee on the Nutrient Management Policy (CDM). Analyses have been made so far for the years 2015, 2016, 2017 and 2018.This report presents the results of an analysis of the required manure treatment percentages per region, using data for the year 2020. In addition, it presents the results of scenario studies of the obligatory manure treatment quota for five livestock sectors (dairy cattle, veal calves, pigs, poultry and other livestock). These exploratory analyses provide input to a policy analysis on the contours of a future nutrient management policy. The manure treatment percentages are derived from empirical analyses of the manure production per farm and region, the maximum permitted manure application per farm per region and the likely manure distribution among farms within a region and between regions. The total obligatory manure treatment quota was 35 million kg phosphate (P2O5) and 102 million kg nitrogen (N), assuming the mean phosphate input on agricultural land was 100% (of the maximum permitted) in regions East and South and 80% in region Other (the remaining greater half of the country). The average manure treatment percentages were 48% for phosphate and 53% for nitrogen.
