Abstract

This report describes methodological principles, considerations and options for developing a method for ex post evaluation of the agri-environment reform. Given the wide range of interests and opinions of the actors involved and the diversity of knowledge claims, it is concluded that the most suitable approach is a reflexive policy evaluation. In a reflexive evaluation the study is carried out in such a way that it contributes to the learning of those involved while at the same time producing results that can be used in the policy accountability process. A reflexive evaluation is carried out during policy development or implementation, not ex post, thus allowing the actors to make use of the insights gained during the process and make interim amendments as appropriate.
