The Dutch Ministry of Economic Affairs has asked Wageningen Economic Research to estimate the costs and administrative burden due to Greening as a part of the Common Agricultural Policy (CAP). Greening contains the following legal measures:
1. Maintaining the area of permanent grassland, including a ban on ploughing of grassland in Natura 2000-areas;
2. Crop diversification;
3. Ecological focus areas (EFA's).
These measures have been designed to protect biodiversity on agricultural land. A part of the direct payments that farmers receive per ha, the greening premium, is a compensation for these measures.
An estimation of the costs and administrative burden due to Greening in its first year, 2015, has been carried out by Wageningen Economic Research and RVO respectively. The result of this research will be a chapter in the report Effects of the CAP-reform 2014/2015 by Harold van der Meulen et al. (2017, in progress).
