Purpose of the Delta programme is to prepare The Netherlands for the future and to ensure a sound fresh water supply. In the course of 2012 five distinguishing new strategies heve been described for the freh water supply on the long run. Each one of these describes a different interpretation of a future with sufficient amounts of fresh water. The realistic strategies form the first selection of the possible strategies in the DP 2012 where finally three favourable strategies will be deliverd inthe third phase of the Deltaprogramme. The final fresh water strategies will be implemented in the measures and policies to be executed.
Certain strategies deal with a "basic level of public functions'. It means that the government will always be responsible for a minimum level of freh water supply. A discussion point in governmental debates is always if the aim should be a basic level of fresh water and what should be incorporated in such a basic level.
Presently, no answer can be given when and how bottlenecks in fresh water strategies will be solved. This year calculations will be performed to visualise the effects of different strategies. Moreover, costs and benefits of measures will have been visualised by the end of 2013. The end of this phase will result in a cost-benefit analysis. The real strategies have already been evaluated by a number of experts through a systematical comparison technique of the Delta programme.
