This project explores the heterogeneity of climate city networks and of cities' participation in them. Starting from the recognition of the heterogeneity of climate city networks, this research questions the assumption that cities participate in city networks as leaders or followers based on their size and resources. Then multiple typologies of city network programs and structures are analyzed suggesting that city networks target specific cohorts of cities. Finally, city networks are seen as an heterogeneous polycentric system in which cities participate. The exploration of the heterogeneity in the climate city networks system has implications in terms of inequality within city networks and presumed dependencies.
