In 1999, the Ministry of Agriculture, Nature and Food Quality (LNV), Rijkswaterstaat (RWS) and the 12 provinces and their work organization BIJ12 (IPO) concluded an agreement (Cooperation Agreement “Network Ecological Monitoring 1999”). The aim of this agreement is to provide a system of monitoring networks in order to fulfil the information need in the field of nature. These authorities determine which objectives must be achieved via the Ecological Monitoring Network (NEM) and which budget is made available for this purpose.

Since 1999 the implementation of the NEM monitoring networks (nowadays called NEM monitoring programs) has been largely done by organisations aimed at and specialised in research and protection of plant and animal species and supporting volunteers who make observations in the field. These national “species” organisations strive to make a targeted offer that matches the objectives and frameworks of the NEM and meets the quality requirements specified by Statistics Netherlands. From 2019 these parties are gathered in a partnership in which Wageningen Environmental Research (WENR) also participates. To this end, the Parties entered into a Cooperation Agreement on 4 February 2019. The partnership focuses on the period 2019 – 2023, with an extension until 2025 for the completion of sub-projects. WENR acts as secretary of the consortium.
