Since its inception in 2010, the Joint Programming Initiative on Agriculture, Food Security and Climate Change (FACCE-JPI) has aimed at:
1) alignment of national, European and international policies that bear on its remit;
2) alignment of national and European research resources in its remit;
3) thus strengthening the European Research Area through knowledge exchange, and pooling of resources.
FACCE-JPI bears direct relevance to the Dutch policies and policy areas of the Ministry of Agriculture, Food Security and Nature. The Netherlands is an active member of FACCE-JPI, with Governing Board representatives from the Dutch Ministry and Wageningen University & Research. WUR is also partaking in the FACCE-JPI Secretariat, where it is in the lead of communication and dissemination activities, as well as co-organising dedicated expert meetings, for example the urban agriculture meetings in 2020 and 2021 and the JPI Climate-FACCE-JPI inventories meeting in 2022. From 2023 on, WUR is also part of the Secretariat coordination team.
Active participation in FACCE-JPI serves to connect national policy priorities with European ones and supports national research programmes in aligning and connecting with each other, as well as with European programmes. The updated Strategic Research Agenda (December 2020), and the rolling Implementation Plan (published in 2021), form the basis of a common prioritisation of the most urgent challenges ahead. The Implementation Plan includes strategic actions for the next two years. Being a member of FACCE-JPI stimulates participation in directly related initiatives, for example in the ERA-NET FOSC, the Green ERA-Hub initiative, in discussion papers and input documents for agri-food policy, and serves as a platform to bring together different initiatives in the European Bioeconomy area. Active participation in FACCE-JPI also serves to introduce Dutch researchers to the activities, funding opportunities and advisory bodies that the JPI has organised or initiated.
FACCE-JPI is a member-state-driven initiative. As such, it is - together with SCAR and the other relevant initiatives - well-positioned to play a further role in the upcoming partnerships under Horizon Europe. FACCE-JPI is an important player in the preparation of the Agroecology Partnership, its members are part of the core team and have been a key enabler through the coordination of CSA ALL-Ready. FACCE’s members also are part of the FutureFoodS core team; together with AgData and AHW direct ‘neighbours’. FACCE-JPI also touches upon the remits of the Biodiversity partnership, the Water4All, and the Driving Urban Transitions (DUT) partnership. While the Partnerships will (start to) play an important role in the ERA, FACCE-JPI is unique in directly combining food security and agriculture with climate change. A continued presence of the JPI in the (near) future , therefore, is foreseen.
