Description
The emission of greenhouse gases by the agricultural sector is substantial. Dairy and livestock farming are a source of other greenhouse gases (CH4 and N2O) and particularly the greenhouse sector is an emitter of CO2. In addition, the agricultural sectors also offer potential for the production of renewable energy.
For the past period the Covenant Clean and Efficient Agriculture and specifically for the horticulture program Greenhouse as Energy, reduced rate EB combined with CO2-sector system, as well as the Energy Agreement, constitute the policy basis and thus the basis for the chosen instrument package. While in recent years progress has been made in terms of reduction of greenhouse gases and the production of renewable energy, the efforts are not yet sufficient for achieving goals beyond 2020. Thus the question arises as to whether the future instruments can be designed to effectively target higher goals while preserving the earning capacity and competitiveness.
