This thesis investigates the extent to which multi-stakeholder platforms (MSP) in the water sector achieve their ambitions with respect to fostering social learning and water governance change. The two main conceptual frameworks that are used are the value creation framework and power sensitive institutional analysis. This thesis adopts a mix-methods and case study approach using the experience of four MSP interventions implemented in Bhutan, Albania, the Volta Basin, and in the Mediterranean region between 2022 and 2025.
