Assessing the Transformative Effects of Transparency in Global Governance: The Case of Climate Change

Elaborate transparency systems are now at the core of the Paris Climate Agreement, in order to ‘make visible’ what climate actions countries are taking, with the assumption that this will facilitate accountability, enhance mutual trust and learning and thereby help to ratchet up climate ambition. Yet these assumptions are under-theorized, and their realization in practice has not been systematically analyzed. The TRANSGOV Project addresses this crucial research gap. By interacting with policy processes and practitioners, as well as undertaking national case studies, TRANSGOV aims to shed light on the transformative potential of transparency in global climate governance.

Uitgebreide systemen voor transparantie vormen de kern van het klimaatakkoord van Parijs. Landen moeten iedere twee jaar gedetailleerde klimaatrapporten indienen, welke op internationaal niveau geëvalueerd worden. Deze systemen beogen zichtbaar te maken wat landen aan klimaatactie doen, in de veronderstelling dat dit helpt landen verantwoordelijk te houden en klimaatambities aan te scherpen. Deze aannames zijn echter zelden onderzocht en de realisatie in de praktijk is niet systematisch geanalyseerd. Het doel van het TRANSGOV project is om middels empirisch onderzoek de effecten van transparantie in internationaal klimaatbeleid te duiden.
